'What thoroughfare of heaven!' expresses how exceedingly open and unobstructed it is. Restraint reaches its culmination and gives way to thoroughfare, wide open and unhindered; hence its image and divination are such.

Yichuan YizhuanLine statement
I heard from Master Hu: "The passage should read 'The thoroughfare of heaven is prosperous'; the word 'he' (何, what) was mistakenly added.
When things reach an extreme they reverse, which is the constant principle of things; therefore, when restraint reaches its extreme, prosperity ensues.
In The Taming Power of the Small, restraint is small, so reaching its extreme brings completion; in The Taming Power of the Great, restraint is great, so reaching its extreme brings dispersion.
Reaching the culmination, it must transform; moreover, the nature of yang is to ascend, so it disperses. The thoroughfare of heaven is the celestial road, referring to the vast emptiness where clouds and flying birds come and go; hence it is called the thoroughfare of heaven.
The prosperity of heaven's thoroughfare means it is broad, unobstructed, and free from any impediment. In the way of restraint, it has transformed; transforming and becoming prosperous is not the prosperity of restraint itself."
Yichuan YizhuanSmall Image
Why is it called the thoroughfare of heaven? Because it is without impediment and the road is wide open for travel. Since 'thoroughfare of heaven' is not ordinary phrasing, the Image specifically poses the question: 'What is meant by the thoroughfare of heaven?'
It takes the open and vast appearance of a broadly accessible thoroughfare. Because the Image has the word 'he' (what), it was mistakenly added to the line text as well.
Zhouyi ZhuLine statement
Dwelling at the culmination of restraint: when restraint reaches its extreme, breakthrough ensues; this is the time when The Taming Power of the Great leads to great prosperity. 'He' (何) is an exclamatory particle, like saying 'What restraint could there be?
It is indeed the prosperity of the thoroughfare of heaven.'
Zhouyi ZhengyiLine statement
The Correct Meaning says: As for 'What thoroughfare of heaven! Prosperity,' 'he' is a grammatical particle, like saying 'What restraint!' Dwelling at the culmination of restraint, what more could be restrained?
It is rather the prosperity of the thoroughfare of heaven, where nothing is not open. Therefore the Image says: 'What thoroughfare of heaven! The Dao prevails on a grand scale.' Mr. He says: 'Once the thoroughfare of heaven is open, the Dao achieves great prosperity.'
