A bag is that in which things are wrapped and stored; fish is what is prized as fine. The fourth and the first are proper correspondences and ought to meet each other, yet the first has already met the second.
Losing what it should meet is like having no fish in the bag—losing what one possessed. Nine in the Fourth Place is in the time of Coming to Meet; dwelling in a superior position, it loses its subordinate. The subordinate's departure stems from one's own loss of virtue.
What the fourth loses is due to being neither central nor correct. Because it is not central and correct, it loses its people; therefore it brings misfortune.
If it is asked: Six at the Beginning follows the second because of adjacency and closeness; how can it be the fault of Nine in the Fourth Place? The answer is: Speaking from the standpoint of the fourth, in principle it must bear blame.
Being unable to preserve its subordinate stems from losing the Way. How could there ever be a case where the superior does not lose the Way yet the subordinate departs?
The Way of meeting encompasses ruler and minister, sovereign and people, husband and wife, friends and companions.
Because the fourth is estranged from those below, it is spoken of primarily in terms of the people: when one is above and those below depart, there will inevitably be misfortune.
"Arising" means about to be generated: when the hearts of the people have already departed, trouble is about to arise.
