Nine in the Fourth Place represents the zenith of Revolution.
Yang firmness is the talent for revolution; departing the lower body of Li and advancing to the upper body is the time of revolution; dwelling at the border of water and fire is the momentum of revolution; attaining a position close to the ruler is the responsibility of revolution; having no ties of resonance below is the undivided will for revolution; and Nine occupying the fourth place, where firmness and yielding meet, is the application of revolution.
Fourth already possessing all these, it can be said to be the right time for revolution. Only after affairs warrant regret does one reform them; reforming them appropriately, regret vanishes.
When revolution is appropriate, it depends solely on conducting it with utmost sincerity; hence having sincerity brings good fortune in changing the mandate. 'Changing the mandate' means changing practices, namely reforming.
When affairs are fitting and abuses are reformed, carried out with sincerity, trusted above and followed below, its good fortune can be known. Why is the fourth line, not being central and correct, supremely good?
The answer: Simply because it dwells in yielding, it is firm without being excessive, close without being encroaching, complying with and receiving the central and correct ruler; it is a person of centrality and correctness.
In the I Ching, meanings are not fixed; they simply adapt to the time.
